.by 域名?

我想申請一個.by的域名,
爬了一下dnforum發現在 nic.by 可以申請,
但進入nic.by 卻是無法顯示網頁...

有人知道除了nic.by以外,
還有其它地方可以申請.by嗎?

另外,
.by是否有任何資格限制(例如只有Belarus國民才可以註冊..etc)

沒有限制！我有一個 shared.by

不過付款比較麻煩，要用電匯的。
之前還要求一次要付三年。

奇怪!!
我進去好幾次都是顯示:

Forbidden
You don't have permission to access / on this server.

會不會是因為我昨天曾上去查了fucked.by這個域名造成的...
或許我的ip被ban了? Orz...
